FEAD is the successor of the Program for European Aid to the Most Deprived (PEAD) managed by the DG Agriculture which came to an end in 2013.

Administered by the DG Employment, Social Affairs, Skills and Labour Mobility. It covers the period 2014 - 2020 and amounts to €3,8 billion in real terms for seven years, roughly similar to the PEAD i.e. € 500 million (1€ per European). This amount has been allocated to Member Stated according to a set of criteria. In addition, EU Member States are to contribute at least 15% in national co-financing to their national program.

In 2013, FEBA member Food Banks received 182 000 tons of food through the PEAD. 2014 was a year of transition between the two programs and quantities decreased to only 95 000 tons of food.
It is anticipated that the overall quantities received by the FEBA network will decrease for at least two reasons: part of the program is allocated to non food items and more EU countries will take benefit of the program.

FEBA, in close cooperation with its members and with other civil-society networks, has been heavily involved in the development of the new program, participating in the EU-wide consultation process related to its scope, magnitude, regulation and transition mechanisms from the previous PEAD.

Once the program is implemented in each country, FEBA intends to collaborate with EU authorities to assess the efficiency of the food distribution and propose solutions to improve it.

Aiming to stabilize the prices of agricultural products in the European Union, the fruit and vegetables withdrawal program forecasts support from the EU to the producers'organizations- who distribute free products for social or charity purposes.

To benefit from this contribution, producers'organizations (PO) are required to set up operational programs established over 3 to 5 years with the main objective to ensure the programming of the production and its adaptation to the demand- in terms of quantity and quality. Due to the embargo on products entering Russia in 2014, the measures are available to producers who don't belong to POs, however the funding level will be less. This exceptional procedure will end on the 30th of June 2015.

The withdrawal program allows the Food Banks to receive products for free- packaged and delivered if they can handle large quantities due to the high minima imposed by the EU. The program's limitations are essentially in the lack of previsions on quantities withdrawn and on the fragility and the fast deterioration of some products, fruits in particular. The complexity of the administrative procedures can also be an obstacle.

Thus, it is difficult for the majority of Food Banks to get access to the program, except by setting up processing chains (juices, stewed fruit, soups, jams for example) as it cuurently exist in Spain. But this process remains expensive.

To avoid dumping such products, FEBA advocates for a financial support for the transport of the fruits and vegetables as well as for the transformation of those products into long-life products (jam, juice...).
